So this means, absolutely no tinting of your front windshield whatsoever. Driver’s side windows? I suppose this would technically depend on the size of the driver and the size of the vehicle. Who would be bothered to tint 1/2 their window? (Don’t answer that).
This is a safety concern. If the drivers window is tinted, it can make it impossible to get eye contact. Eye contact is one the many requirements for defensive driving. If you have no idea which way a driver is looking, then it’s impossible to predict whether that driver is a threat to you or not.
Windows that come lightly tinted from the factory are fine, of course.
